About Our Founder

Frank M. Stuart, Sr.

Frank M. Stuart, Sr. founded Stuart Consulting Group, Inc. in 2003 and was the President and Managing Principal of the company for fifteen years. He had extensive experience in the design and management of transportation projects. He worked on projects involving ports, highways, bridges, rail facilities, intersection improvements, site development, and airports throughout the United States. He earned both a Bachelor’s and Master’s Degrees from Louisiana Tech University in Civil Engineering and was awarded a Master’s of Business Administration from the University of New Orleans. He was also a member of numerous professional engineering and social organizations including the Krewe of Bacchus, and remained an avid LSU Tiger fan all his life.

A native of New Orleans, a city he deeply loved, he was able to serve as Director of the City of New Orleans Department of Public Works under Mayor Sidney Barthelemy. He remained active in the civic and political affairs of the community, most recently helping many parishes and communities obtain FEMA funding for disaster relief.  As Director, Mr. Stuart was responsible for over 500 municipal positions with an annual operation budget of $17.3 M and a capital improvements budget of $150 M. He was also responsible for the maintenance of over 2,200 miles of roadway, signalization of 430 intersections, striping, regulatory parking and management of the construction of roadways. He developed the city’s transportation policy for roadway usage including interface with transit and light rail. His private sector projects that he was most proud of include the 1984 World’s Fair Exposition, the Greater New Orleans Mississippi Bridge and several FEMA disaster recovery efforts in the Gulf South.

He joined his father, Marion, and daughter, Kyla, in passing on April 19, 2018. His contagious laugh and generous spirit is greatly missed by his devoted wife of twenty two years Sheree Bailey Kerner, his mother Beverly Stuart, and his children Marissa, Brenna, Frank, Bailey, and Amberly, as well as, his grandchildren Emma and William Cameron; his nephews Daniel and Dylan, his niece Katelyn, as well as, his business partner and friend of many years, Tommy Martin.

Frank was an adventurer who thoroughly enjoyed living life to the fullest in the company of his friends, but nothing brought him more joy than spending time and traveling with his beloved family across the country (and breaking down on the side of the road in the process). His employees, engineering associates and countless friends here and around the country will always remember Frank for his altruism and relentless ambition; but mostly how he took continuous delight in the adventures and successes of his children and grandchildren, whom he adored.
